The Vietnam war winds down. Legendary FBI Director J. Edgar Hoover is dead. A new director makes major changes, including the appointment of women as agents. This impacts the Philadelphia Bank robbery squad. Two agents just graduated from training school arrived and are assigned to the bank robbery squad. One is Helene Stuart, an ex-nun. Ben Douglas is assigned as her field training agent. The other new arrival Robert Lee, a former Army officer is assigned to Douglas's partner Jeff Bauer. Douglas and Stuart soon find themselves in the midst of investigation searching for three bank robbers who have shot and wounded two agents on the squad. Douglas and Stuart played a major role in locating and arresting the main shooter. By the conclusion of this case the virginal ex-nun is convince she is in love with Douglas who is married with two small children. Douglas is happy when the field training ends. They are thrown together again when members of the squad are dispatched to a small mining town in central Pennsylvania whose only bank has been shot up and robbed by three individuals. Local village rumors say the robbers, who call themselves the mountain man, are Vietnam veterans who returned from the war to find their jobs gone. In the hunt for the three men becomes apparent that the elderly mine owners young wife, a former Philadelphia exotic dancer is involved with the robbers. While covering leads on a lonely mountainside Douglas and Stuart are seized and held hostage by the robbers. the story moves towards its exciting conclusion as Douglas and Stuart attempt to escape and reverse roles on the bandits.
