Ernest "Whitey" McFrank is a former OSS officer recruited during World War II. It is late 1969 and the Cuban Communists are exerting their influence in Central and South America. The resident American Embassy intelligence officer in El Salvador is killed in an explosion at a restaurant. Whitey is contracted to investigate the growing Communist activity in the area and 'control' a mercenary, by the name of Cordero. Colonel Cordero's mercenary force turns out to be worse than the Communists they were recruited to battle. International Catholic and world leaders are outraged. Whitey is sent to reason with the Colonel and point out the error of his ways.
