Vigilantes don't have the best record of success at providing law and order where the institutions failed to do their job. They usually begin with a desparation by a community, group actions and initial improvements in the situation. Then they devolve to personal grudges and revenge. Institutional law establishments are probably preferable, on the whole. The Socorro experience with vigilantes began with homicide between a member of one imbittered ethnic group and a highly thought of member of another. The law happened to be controlled by same side as the killers. The result was the formation of a citizens committee, a series of hangings and a somewhat less violent community. Probably Socorro was one of the more successful attempts of this sort. They stopped before it got out of control. The writing is less polished than you might hope, but the book is worth reading if you're interested in an in-depth study of the webs a community can weave to ensnare itself in outcomes most people would not choose as an alternative.
