Amazing details on some of the more intricate negotiations and the Mercy Commissions role in the suspension of the death penalty which was imposed by the Courts. A must read for the Transition and the test of any Constitution even after Independence when a Transition of Power has to be managaed after the rule of law has been abrogated by an unconstitutional coup based on any prior case history in the Eastern Caribbean.
