Police Detective Melissa Longstreet protects the laidback resort town of Spring Harbor, Texas, which has its own dark secret.
The bodies of seven young women have washed up on the beaches in town-all murdered in the same grotesque manner. Dust, a deadly party drug, is found in their system and their IDs don't match the stereotypical prostitute description. As Melissa and her partner, Pete Rodriguez, conduct an investigation, they soon discover that The Spring, the flashy resort that the town depends on for the local economy, has a ghastly secret. One that the resort managers are hiding very well.
As Melissa and Pete work to find the killer in their midst, they discover a web of murder and bribery holding Spring Harbor together. The question becomes not how they're going to catch the killer, but how much will it cost to bring them to justice?
