The 1975-86 official timeframecomprised a period of central planning-agricultural and economic-during a time of additional conflicts withChina and Cambodia. As a result of government rationing of food and clothing, scarcity and near starvation ensued.Smaller families, with fewer mouths to feed, fared somewhat better than large families. Those in the countryside who could access vegetables and meat did better than those in the cities who relied upon shipments from the rural areas. Higher ranking government officials received more than lower level factory workers, but no one had enough to eat.
