For the student of American politics, Martin describes in fine detail how a particular bill (for education) got before Congress. The maneuverings and interplays between interested parties is instructive. The book does not concern itself overly with the intentions of the bill, laudable though those might have been. Instead its value to the reader is in illuminating the practical difficulties faced by those advocating it. Like the funding battles, and the need to bring on board key politicians. Simply having a nice idea is not enough.
