The Best Book by the Best Authority on State Legislatures

Prof. Rosenthal's book is the best analysis of state legislative process. His book deals with all 50 but makes distinctions in process among the states. Nor does he make the mistake that they are all just "little Congresses." He has spent his life studying state legislatures close up, and his understanding shows. He is neither an apologist or a critic of state legislatures but, rather, a careful observer and presenter. His writing style makes the book easy to read while presenting valuable insights. You don't understand state legislatures until you have read this book.
