Homeless People: The problem of the enforcement of fundamental rights and public policies

When facing people living on the streets one realizes that they have not exercised their fundamental rights governed by the Constitution of the Republic of 1988, such as the right to health, education, work, housing. Even after the implementation of the National Policy for the Homeless Population that lists principles, guidelines and goals for this population, it has still prevailed the large number of homeless people who are destitute and helpless of their rights, so that still prevails discrimination and omission of the State and society, which ends up interfering negatively in the removal of the streets and the pursuit of rights. This study has as academic and social relevance the goal of discussing about the Fundamental Rights of Homeless People, and also seeks to analyze the inefficiency of the existing public policy, analyzing the possible issues of what is currently being experienced by Homeless People in the city of Barretos.
