was Bush worse than Clinton in this respect?

Well, if you are a Democrat, reading this book will only reinforce your already negative opinion of the Bush administration. Edwards depicts a governing style that is obsessively poll-driven, and in some ways indistinguishable from when Bush was running for president. But in fairness to Bush, when Bill Clinton was president, his administration was regularly derided as also being poll-driven. Maybe the current US system requires a successfully elected president to take such an approach. So a related take on this book is that it only enhances cynicism about the system.
