Typically, these would be companies with a great story and nothing behind it in terms of actual performance. Thus we see accounts of several companies, where the stocks often indeed traded at penny prices, punctuated by pump and dump schemes. The book is a cautionary and timeless tale of buyer beware. While the VSE is no more, scams will always occur and the reader can benefit by reading carefully the book's examples.
