Using the example of the Pedagogical Academy in Frankfurt/Main, which was the only non-confessional Pedagogical Academy, the debates about educational policy for the teacher education for the "Volksschule" between the administration, the political parties, the protestant and catholic churches and the jewish communities are reconstructed.
