The document was created, but not copyrighted, by the army remote viewing group in the 1980s. The primary author was Paul Smith, but was assisted and edited by other members. The document appeared online in the 1990s on a website Firedocs.com. It was originally believed that Ingo Swann wrote the manual but he denied this. Eventually Paul Smith revealed that he and others wrote it as an internal document.
