Hiding high level incompetence by punishing the little guy

The title "Accountability" nails it. Who was held accountable? They tried to blame the little guy, but it didn't work. In 1968, when the USS Pueblo was captured by the North Koreans, no senior member of the U.S. government. The only officer who took it upon himself to act heroically and thereby took the heat was its commanding officer, Capt. Loyd Bucher, who saved the lives of his crew members while senior staff scratched their heads and said "Pueblo? Is that ship ours?" As a diversion, the Navy charged Capt. Bucher and other officers, but SecNav eventually called off the farce. A must read for military historians.
