Stewart Granger gave delinquents a second chance instead of going to prison. He had a strict set of rules that they had to sign in order to live there. If they didn't agree they went to prison. The chief of police had a soft heart and wanted the teenagers to at least have a second chance to do the right things. He allowed no fighting, cussing and arguing. Most of them agreed but those who refused went to prison. Once accepted they could still go to prison if they didn't follow the rules.
