A Great Civics Lesson if Anything

The purpose of this book, besides being to make lots of money for the author, is to inform you that state governments are holding BILLIONS of DOLLARS of LOST MONEY from bank accounts, inheretances and insurance policies that people forget about or which should have been transfered to people who can't be found AND that you can make a lot of money by finding these people and reconecting them with their lost money FOR A FAT FEE! I never made a cent using the methods in this book, but I am happy that I read it and made an attempt to follow up on recommendations. The main benefit I gained is that I learned a great lesson about how our government works, better than anything I learned in high school civics class and college government classes and well worth the money. My first lesson came when I went to the California Department of Revenue main office in Sacramento to get a publication they produced at the time (1990) that outlines California regulations for people who want to make money finding the owners of this unclaimed money. The first bad sign was that the California Department of Revenue charged $25.00 for a small pile of photocopied sheets of government regulations. The second bad sign was that they didn't accept cash, checks or credit cards for payment for that miserable little bunch of papers. They would only accept a bank money order or cashiers check. To make matters worse the workers in that office were like many California government workers, ill mannered and incomptent. I got the impression that they had dealt with many "get rich quick" fortune seekers such as myself and that they didn't like it. When I finally rounded up a money order, later that day, and paid for the packet of regulations I really felt like I now had everything I needed to start making "the big money". Imagine my disappointment when I learned that new regulations had just been passed to limit the finder's fees you could charge to ten percent of the total amount! My dreams were dashed because there are many unclaimed accounts containing around $1000 that would pay nicely if you could charge 25% to 50% as a finder's fee, but are not worth pursuing for 10%.The real lesson here is that the government really doesn't want to find the people to whom this money belongs because they want to keep it (imagine that!) AND THEY DON'T WANT YOU TO FIND THESE PEOPLE EITHER. Apparently it's not "fair" to charge such a large finder's fee; I guess it's better if that money just stays in the govenment's accounts and never gets returned to the rightful owners. The government seems to be almost totally unable to find the owners of all of this unclaimed money, and in any case much worse than the armies of people who were inspired by this book. IMAGINE THAT! (If this scheme is workable in states other than California plaese let me know).
